Congress John Garamendi said.
The common proposal of the bill said that the "US Port Access Privilege Act" will ensure the fair trade of American companies and enable California agricultural growers and other exporters to enter the hard -won foreign market.
The bill requires the establishment of a second -level mooring priority for serving a number of ports in the United States or a large number of US export goods reservations.
In order to obtain the priority mooring right, the ship must provide documents to prove that the total amount of their export goods is 51%of the ship's load capacity, or 51%of the total number of ship containers loaded in front of foreign ports. The goods can be loaded in one or more US ports, but foreign ships that stop at multiple US ports before they go to the international port are also eligible to peride at the US port.
The bill will also be: requiring export transport ships that are pushed priorityly to report to the port operator booking at least seven days in advance; to ensure that the preferential moorcene of export ships will not affect the orders of the US coast Guard to commercial ships, port safety or port workers of ports, or port workers. Collective negotiation agreement; continue to give priority to the US military, the Jones Act, and other ships suspended from the United States; seeking the current priority of many major ports in the United States into the codes of these parts. However, after these ships, ships that carry out exported goods should be given priority.
"Our bill will put US export goods at the forefront of our port to support American companies and workers. Congress must restore the fairness of US exporters in our port to help reduce long -term existence of the United States and China for a long time. Trade imbalance. "
The legislators said: "This new priority mooring system will reward the carrier who serves importers and US exporters to rank these ships in front of the unloading and loading teams. Polling, this is critical to California's agricultural exporters. "
"The supply chain interruption has caused unprecedented harm to California farmers and exporters. We need to eliminate bottlenecks and alleviate port congestion for US exports."
The U.S. Port Access Privilege Act has been recognized by the Agricultural Transport Alliance (AGTC), the US Milk Manufacturer Federation and the US Dairy Exporting Committee.
