What is the import and export wood packaging quarantine inspection?

Wood packaging is a natural wood material, used for carrying, packaging, bedding, support, reinforcement of goods, common wooden cases, wooden pallets, wooden frame boxes, cushion wood, baffles and so on.
The following six situations are not considered wood packaging because the risk of pest transmission is low enough:
1. Wood packaging materials made entirely of thin wood (thickness 6 mm or less);
2. Completely manufactured by gluing, heating, pressurizing and other methods of plywood, particle board, fiberboard, etc.;
3. Barrels heated during production for storing bulk wine or beverages;
4. Gift boxes that have been processed or otherwise treated to remove harmful organisms during production and are used for packaging wine or other commodities;
5. Sawdust, shavings, silk;
6. Wood fittings permanently attached to transport vehicles and containers.
Special reminder: As a common way of packaging goods, wood packaging and goods correspond to a unified responsibility. In the customs inward and outward goods declaration process, the consignee (sender) has the obligation to truthfully declare the wooden packaging with the goods.
Significance and basis of quarantine of wood packaging
The significance of wood packaging quarantine mainly has two aspects:
(A) to prevent the import and export of harmful organisms:
Wood packaging because its materials are not effectively processed or treated, it is easy to become a carrier for the input or transmission of harmful organisms. Common among them are: Coleoptera boring insects (pine black beetles), some ants, termites and other insects, as well as a "pine ai disease" known as a certain insect.
The insects mainly harm pine and other conifers. After the insect infects the pine tree, the water transfer is blocked, resulting in the pine needles rapidly losing green and yellow, and then the entire pine tree wilts and dies. A tall pine tree from disease to death only 2-3 months, has a great threat to China's forestry development.
(2) Technical trade measures
For a long time, the United States has been blamed for the occurrence of light shoulder Astralopsis cargoes imported from China to the United States wooden packaging, and as a result of September 11, 1998, all Chinese goods exported to the United States wooden packaging to take emergency quarantine measures, requiring all goods wooden packaging in the export must go through quarantine treatment, otherwise it will be destroyed or returned together with the goods. After that, the European Union, Canada and other countries and regions have also put forward strict quarantine requirements for China's export of wooden packaging.
What is the import and export wood packaging quarantine inspection?
Regarding the quarantine process of inbound and outbound wood packaging, we generally distinguish between inbound and outbound.
Exit wood packaging quarantine:
Outbound wood packaging must be treated accordingly by qualified labeling enterprises, and labeling shall be applied in accordance with regulations. Quarantine contents include: check whether the packaging is wood packaging, whether the IPPC mark is added, and whether the mark meets the requirements.
Check wood packaging for IPPC processing mark, batch number and anti-counterfeiting mark. Whether the processing mark is in line with the standard and consistent with the declared processing unit, whether the quantity and batch number of wooden packaging are consistent with the Qualified Certificate of Wood Packaging Control and Treatment of Outbound Goods, and whether the wooden packaging carries live harmful organisms; If there is any falsification, alteration or theft of the Certificate of Qualification for the Disposal of Wood Packaging of Outbound Goods or IPPC special identifier, the wood packaging can be sampled and sent to the laboratory for testing when necessary.
As an important part of import and export wood packaging quarantine, IPPC marking must meet the following requirements:
1. Clear and legible;
2. Permanent and non-transferable;
3. Avoid using red or orange;
4. The mark must not be handwritten;
5. Located in a visible position, preferably on at least two opposite sides of the wooden packaging.
Entry wood packaging quarantine:
Check the use and quantity of wood packaging, processing labels, prohibited entry, animals and plants and their products, check whether there is bark on wood packaging; Whether there is a clear and easily identifiable, permanent and fixed recognition processing mark; Whether the logo style, color and information meet the requirements; Whether there are harmful insects related to the damage; The presence of certain ants, longicans, termites, silverfish, treebees, giddings, weevils or other boring pests and signs of harm. Wood packaging with signs of pest damage should be cut open for inspection, if necessary, can be carried out quarantine, wooden packaging loaded with goods can be opened for quarantine.
Special reminder: Legal inspection of wood packaging goods combined with goods declaration and quarantine (an unpacking inspection). The dunnage wood of imported bulk cargo shall not be transported to the ground in general. It shall be declared as bulk cargo packaging in advance before being transported to the ground, and can be transported to the ground only after obtaining permission.
